Did the oh-so-magnificent duke and his oh-so-competent aid not know about all this embezzlement going on right under their noses?

The only reasons i can see for this being able to go on are either:
a) the duchess dowager has dirt on the duke and he can’t just throw her people out for fear of retaliation from her, or
b) he’s too stupid to figure out they’re doing embezzling out the wazoo.

If a) then what’s to stop that happening now? Just because the new duchess is going to act crazy? I mean, sure, i guess that can happen but if the dirt is in fact important, her acting out is only going to compound the problem, and I won’t accept “he was afraid of her because trauma and blabla because he’s clearly the master of the house at the point where he marries.
If b)… I mean… Do i even need to explain how that is bad?

I wish stories would just pick a lane and stick with it; you want to be a smart empowerment story? Actually be smart.
You want to be a frilly romance, don’t pretend you’re smart.
I cand enjoy a lot of trash, but not if you’re putting it on a gold plate and trying to convince me it’s fine dining.
