An extremely rare (about a hundred cases in total) syndrome exists that has been observed, called neotenic complex syndrome, where a child will seemingly not age past the age of 3-5 years old. Coincidentally, it’s only been seen in females, with it being theorized that since the mutations discovered so far that appear to cause it appear on the x chromosome, so it might be lethal in males.
That being said, the affected child does not mentally develop, often having the mental age of a toddler.
But I’m sure the manga will attribute this to some sort of magic.
